Gender and Development (GAD) refers to a development perspective and process that is participatory and empowering, equitable, sustainable, free from violence, respectful of human rights, and supportive of self-determination and the full realization of human potentials.
GAD seeks to achieve gender equality as a fundamental value that must be reflected in development choices. It aims to transform social, economic, and political structures and challenges the traditional gender roles ascribed to women and men. It emphasizes that people are active agents of development, not merely passive recipients of assistance, and underscores the need for women and other marginalized sectors to organize and participate in political processes in order to strengthen their legal rights.

GAD MANDATE
The UP Mindanao Gender and Development (GAD) Office serves as the University’s primary mechanism for gender mainstreaming, in accordance with national policies, the UP Gender Guidelines, and the Magna Carta of Women. It ensures that gender equality, gender responsiveness, and inclusion are integrated into the University’s policies, programs, projects, and activities.
GAD FUNCTIONS
The UP Mindanao GAD Office shall:
Mainstream Gender and Development (GAD) in University policies, plans, programs, and projects, ensuring alignment with national and UP System GAD frameworks.
Formulate, implement, and monitor the GAD Plan and Budget (GPB) and ensure proper utilization and reporting of GAD funds in compliance with PCW and DBM guidelines.
Provide GAD-related technical assistance and consultation to academic and administrative units, including gender analysis, gender-responsive planning, and use of GAD tools (e.g., HGDG).
Conduct GAD capacity-building activities, such as orientations, trainings, and advocacy campaigns, to raise awareness and strengthen gender sensitivity among students, faculty, staff, and stakeholders.
Coordinate and collaborate with internal and external partners, including the UP System, government agencies, and civil society organizations, on GAD initiatives and programs.
Monitor and evaluate gender-related programs and initiatives, and document best practices, accomplishments, and lessons learned.
Support the promotion of safe, inclusive, and gender-responsive learning and working environments within the University.
